The Introduction of the Alan Reinstein Ban Asbestos Now Act
Earlier last month, the Alan Reinstein Ban Asbestos Now Act (ARBAN) was introduced. If passed, it will ban the use and importation of asbestos without exceptions. A new right to know campaign is also being made, requiring current importers, processors, and distributors to report and disclose the amount of asbestos that is used in the United States, where and how it is used, and who is exposed. It would also require the EPA and department of Labor and Human Services to present a study of the risks associated with asbestos in the many different types of buildings built decades ago. Senator Jeff Merkley explained that it is ridiculous that asbestos is still used in the United States and he wants to catch up with the developed world and ban the substance finally. This bill comes at a time when 40,000 Americans die from asbestos every year.
ARBAN might make it harder for the chlor-alkali industry because they are the largest importers of asbestos in the United States. Not only that, but they have also been increasing the amount of asbestos they bring into the country. The chlor-alkali industry has easily imported and used asbestos, even though alternatives are economically viable and are widely used in Europe.
This bill is very important because it is putting an end to the mining, importation, processing, and distribution of asbestos in the United States. Asbestos is a dangerous carcinogen and exposing people to the substance is dangerous to their health. The EPA tried to ban asbestos 30 years ago, but the courts blocked their attempt. Congress has also tried to fix the Toxic Substances Control Act so the EPA can ban it, but Donald Trump’s EPA will not follow the necessary steps to ban the substance.
